Policy Intelligence for Urban Resilience: A Bibliometric Review of Hazard and Risk Governance Research

Abstract
Urban resilience has emerged as a critical framework in response to climate change, rapid urbanisation, and escalating disaster risks. This study conducts a comprehensive bibliometric analysis of global urban resilience research with an emphasis on hazard and risk management. Using the Scopus database, 1,769 publications from 2000 to 2022 were examined based on search terms related to urban, social, and community resilience. VOS viewer and Microsoft Excel were employed to map keyword co occurrence patterns, citation networks, influential authors, journals, institutions, and funding agencies. Findings indicate a substantial rise in research output after 2010, coinciding with major global policy initiatives such as the Sendai Framework and the Paris Agreement. Key scholars, including Mark Pelling and W.N. Adger, emerge as central contributors, with research originating from the United States, the United Kingdom, and Australia. Although contributions from the Global South, particularly China and India, are increasing, they remain comparatively limited. The analysis underscores the evolution of urban resilience as a multidisciplinary domain encompassing infrastructure systems, socio-economic dynamics, and community capacities. The study emphasises the importance of more inclusive, geographically diverse, and collaborative research efforts to better represent the diverse urban contexts. The results provide valuable evidence to inform future research directions, funding strategies, and policy frameworks to foster resilient and equitable urban futures.
